Why does the old black modular steel car wheel have so many holes?

Some rims come with screws that go around the rim to hold the tire in place. These screws are generally are for oversized tires for like trail driving or rock climbing. They call them bead screws and they hold the beads in place. Beadlocks is what they call it.
